Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as the Manager for Asset Management for the US Department of Justice (DOJ) Service Desk and information technology (IT) Services for all Civil Division components supported by the Office of Information Technology (OIT). OIT requires support to provide enterprise-level service desk and incidental information technology services in support of OIT's operational requirements. Services include: Help Desk Support, IT Operations Management and Support, Mobile Support, IT Asset Management, Software Development and Support, IT Security Program Support, IT Incident Response and Reporting, Classified Processing, IT Training Services, Laptop Lending Program Support, Application Services Help Desk, SharePoint Support, Litigation IT Travel Support, Reasonable Accommodation Support, Case Information Management System (CIMS), and Civil Online Relativity Application (CORA) Support, and Copy Center Operations. The Civil Division consists of approximately 2,700 personnel primarily located in the Washington, DC National Capital Region (NCR).

The Manager for Asset Management for the DOJ CIV Help Desk and IT Support Services is responsible for management and technical support for Government Furnished Equipment/Property (GFE/P) management, mobile device support, laptop lending program support, and physical and logical ID support at customer Washington DC locations with customer coverage hours M-F, 7:30AM - 6:00PM. The Manager will lead a team supporting approximately 425 monthly tickets and demonstrate competency in asset management support areas and preferably be a Certified HDI Customer Service Representative (HDI-CSR). The Manager for Asset Management will possess advanced skillsets to assist with resolution of moderately complex issues.

Key Tasks and Responsibilities

Manage and support Asset Management (2.0)

  • Identify, document and track Government assets including mobile devices and peripherals; network switches; servers; printers; multifunction devices (MFD); scanners; software; TVs; monitors; headsets; webcams; encrypted portable hard drives; MiFi/Wi-Fi devices; keyboards; mice; alternative white cards; HDMI Matrix Switches; and point to point microwave radios.
  • Manage 1500 square feet storage facility in the NCR to house assets.
  • Plan for distribution and retirement of devices, monitor and track inventory, analyze availability and demand.
  • Manage software license usage and installation to ensure compliance with third-party vendor contracts.
  • Perform tasks and services for updating, maintaining, securing and reconciliation of physical inventory and associated digital records.
  • Maintain an Asset Management database within the IT Service Management tool.
  • Provide procurement requirements based on asset quantities, project requirements and end user tickets for Government review and approval to assist in forming procurement strategies.
  • Develop and implement procedures for tracking assets throughout their lifecycle e.g., planning, procurement, deployment, operations and maintenance and disposal.
  • Provide daily review and resolution of incidents and work orders and provide appropriate service(s) to customers.
  • Maintain an organized resource/hardware Government furnished storage room(s). Maintain Government-owned resource/hardware items, track, and retrieve an item from the storage room(s) when requested.
  • Coordinate the logistics and movement of assets and equipment to Civil Division facilities and stakeholders.
  • Perform various inventory tasks such as tracking, monitoring, and accounting of inventory quantities (physical count).
  • Provide a report that contains a current list of asset inventory type, building location where the assets are stored, total count in stock and the minimum inventory reorder threshold.
  • Maintain records of all Government property and equipment issued to the Contractor and provide a Government Furnished Property (GFP) Report upon government request.
  • Provide a warranty expiration report which contains the expiration date of all hardware and software.
  • Log new equipment and assets; update statuses, record location, user associations, repair and track for end-of-life deadlines.

Manage GFE/P Support (2.1)

  • Support the asset management team to handle approximately 320 tickets per month.
  • Coordinate and oversee asset deliveries with third-party vendors according to contract requirements. Validate and document receipt of asset deliveries.
  • Perform quarterly physical asset review to validate location and condition of assets.
  • Manage and transport classified laptops and possess classified courier card. Coordinate applicable TS/SCI requirements in the case of a data spill.
  • Ensure orders are accurately filled by comparing items and quantities of goods for shipment against ticket documentation, prior to shipping items to stakeholders.
  • Establish asset threshold requirements based on distribution trends and forecasting. Notify the customer when equipment reaches assigned threshold and inform the customer of new order requirements.
  • Evaluate needs of customer and plan asset tracking & management programs. Generate asset procurement requirements based on deployment frequencies and available inventory.
  • Generate and update daily Asset Inventory Reports and Dashboards.
  • Provide certain Civil Division asset information to the Civil Division Facilities Office to populate the Department of Justice asset management system with assets deemed reportable by the Department (over $50K, highly pilferable or items that contain memory).

Manage Mobile Support (2.2)

  • Support the mobile support team to handle approximately 85 tickets per month.
  • Perform Mobile Support services for GFE phones, tablets, and other portable consumer electronics.
  • Perform daily account and device administration using a Mobile Device Management system and other mobile related third-party applications (e.g., Workspace One)
  • Perform preventative maintenance on mobile devices.
  • Coordinate with Tier 2 personnel to cover mobile service needs throughout various customer satellite locations.

Manage Laptop Lending Program (2.3)

  • Support the laptop lending support program to handle approximately 24 tickets per month.
  • Execute DOJ's Laptop Lending Program to provide short-term loans of laptops, portable printers, LCD projectors to government employees to support trials, depositions, foreign travel, or other work-related short-term needs.
  • Maintain loan program inventory of 120 GFE laptops to include but not limited to laptop serial number, laptop model, location, point of contact information for loaned GFE.
  • Provide general troubleshooting and application installation support to end users.
  • Perform various inventory tasks such as tracking, monitoring, and accounting of inventory quantities (physical count).

Manage Physical and Logical ID Support (2.4)

  • Manage the day-to-day tasks associated with the Homeland Security Presidential Directive-12 (HSPD-12 also known as PIV card program) for the Civil Division.
  • Provide support to Civil Division users when they need a PIV card and/or JCON alternate smart card (also referred to as “white card”), need a replacement PIV/ JCON alternate smart cards, or need to return their PIV/ JCON alternate smart card.
  • Manage the electronic certificate program (USAAccess) on all Civil Division PIV cards.
  • Ensure certificates on each PIV card are kept current and contact Civil users when their PIV card requires a new certificate.
  • Aid Civil users in the use of the Division's One Identity Password Manager kiosks.
  • Manage the physical access permissions of all Civil Division personnel.
  • Test/troubleshoot problems with devices properly recognizing a PIV card and granting proper access.
  • Issue in house Smart Cards.

Job Requirements:

Education & Experience

  • Associate of Arts / or Science (AA or AS)
  • 6+ years of experience in IT asset management environment, with at least 3 years management experience
  • Experience with asset management and maintenance of personal computers, mobile devices, printers, and laptops
  • Experience using IT Service Management tool such as ServiceNow or Cherwell to provide asset management and tracking and reporting on HW/SW inventory.
  • Experience and skills with performing annual asset inventory.

Certifications

Must have or obtain within the first 90 days of starting employment:

Required Certifications

  • HDI Customer Service Representative (HDI-CSR) -or- HDI Support Center Analyst (HDI-SCA)

Other related certifications are a plus. Including:

  • Certified Customer Service Professional (CCSP)

Security Clearance

  • An active Top Secret Tier 5 (SSBI) clearance is required.

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

  • Local travel to customer sites
  • Performance requires regular lift and/or move up to twenty-five (25) pounds and occasional lift and/or move up to fifty (50) pounds.
  • Potential continental US travel to other customer locations, if required
